COUNTY OF DUKES COUNTY COUNTY COMMISSIONERS
A regular meeting of the County of Dukes County Commissioners was held on Wednesday, May 26, 1999, at 7:30 p.m. at the Dukes County Courthouse, notice of such meeting having been posted as required by law.

Vice-chairman Flynn called the meeting to order at 7:30 p.m.
The Minutes of the April 28, 1999, and May 12, 1999, meetings were not addressed at this time due to lack of quorum needed for approval.
Commissioner Leland noted a correction to be made on page 02 (2nd paragraph) of the minutes of the 05/12/99 meeting; specifically, that it was recommended to appoint Commissioner Sawyer to the All Island Selectmen’s committee.
County Manager’s Report: Mrs. Borer reported on the follow-up meeting on the DEM land swap proposal held on Tuesday, May 18th, at 4:30 p.m. at the Katharine Cornell Theatre. She indicated that she has forwarded a memorandum to all of the interested parties requesting a definitive response on or before June 18th with regard to their interest in pursuing this proposal.
Commissioner Flynn suggested addressing other potential uses for this property if it is decided not to pursue this proposal; i.e. County jail, etc.
Mrs. Borer reported that she has awarded the relocation of the Cape Air building project to Michael Carroll. She noted he submitted the lowest bid @ $29,280. She indicated that she will be executing a contract between the County and Mr. Carroll shortly and that the work will begin after June 25th. Mrs. Borer reported that the Executive Assistant search process has been completed; Marsha Smolev to begin work on June 6th and will attend the next meeting of the County Commissioners. She noted that the one meeting of the County Commissioners scheduled during the month of June (June 9th) would be held at the Edgartown Town Hall – Selectmen’s Meeting Room.
Mrs. Borer made note of last Wednesday’s annual meeting of the Dukes County Health Council and thanked those Commissioners who attended.
Mrs. Borer reviewed a budget report (income & expenses) through April 30th.
She commented that she has spoken with Senator Rauschenbach with regard

to the possibility of instituting a Martha’s Vineyard license plate versus a Cape & Island license plate. Commissioners indicated a preference toward receiving a percentage of the Cape & Island license plate versus a new license plate for Martha’s Vineyard.
Mrs. Borer noted that a Cape Light Compact presentation will be made at next week’s All Island Selectmen’s Association meeting.
Commissioner Leland inquired of Mrs. Borer as to how the meeting went with the Fire Chief’s Association.
Mrs. Borer reported that she met with them and reviewed the Airport layout plan. She indicated that they are in need of approximately 4 acres of land to designate a site for office space, training areas, etc.
Commissioner Jason noted that access would be an issue.
Mrs. Borer indicated that she will be meeting again with the Fire Chief’s Association and this matter will be addressed further.
Subcommittee Reports: Commissioner Flynn commented on the excellent job done at both State Beach and Eastville Beach; all signs posted, pathways marked, etc. He also noted the excellent cleanup job done by the Black Dog after their most recent windsurfing event at State Beach.
Commissioner Jason made a Motion to forward a letter of commendation to each member of the County’s Recreation Department staff.
Commissioner Leland Seconded the motion.
Motion Unanimously Approved.
Commissioner Leland inquired as to whether parking regulations have been addressed at State Beach.
Commissioner Flynn indicated that Sheriff McCormack is due to report back regarding this matter.
Commissioner Flynn inquired as to the status of Norton Point Beach over the upcoming 4th of July weekend.
Mrs. Borer indicated that Norton Point Beach would be closed.
Commissioner Jason commented on the ceremony recently held to honor Sheriff Look and noted the lack of attendance by the County Commissioners.
